Since the meeting was initially expected to be held at 6 PM, it was proposed to be at 5 PM just after ending the Tutorial session.

2. Minutes of Meetings of 4th and 8th September 2005. These were accepted as a correct record.
3. Regulations for Holding Radioactive Sources in the Different Countries. Because Prof. Reissner from Austria and the candidates to host ICAME'11 were not yet arrived, a round table was organized on the initiative of J. M. Greneche to debate on the rules to buy and to hold radioactive sources in all countries. It was concluded that the rules are rather similar by comparing from different countries, but attention has to be paid to avoid a strong administrative strengthening, making difficult the process of holding radioactive sources.
4. ICAME ‘07. N. S. Gajbhiye reported on the organisation of ICAME 2007. He gave details of (i) the number of invited lectures, oral, and poster presentations, (ii) the number of participants (about 270, with many Indian students who came as participants supported by local authorities), (iii) the facilities given by the Institute of Kanpur for logistics, and (iv) the financial situation, which has to be close to the equilibrium. On behalf of IBAME, Frank Berry acknowledged Prof. Gajbhiye and the organizing committee of ICAME'07 for the excellent atmosphere and for the effort in the logistics to host ICAME'07.
5. ICAME ‘09. Prof. M. Reissner, as Chairman of ICAME'09, reported on the status of the next ICAME, which will take place at Vienna in the Technical University (Austria). The main points developed in the previous presentation during the meeting of ICAME'05 at Montpellier are maintained with respect to accommodation, transportation facilities, and cultural program.
Two main points are now discussed. The dates of the conference, which are supposed to be 19-24 July 2009: they do not correspond to the expected ones earlier proposed by the organizers (end of August), but they were chosen by considering the International Conference on Magnetism, which will take place at Karlsruhe, Germany, on July 27 - 31 2009.
The second point concerns the registration fees, which are not defined: because the organizing committee decided to work by himself (without the support of any professional agency), Michael Reissner hopes to get registration fees (below 400 €? without lunches) as low as possible by comparing to those of other conferences. In addition, it is too early to know the total financial income to define the registration fee.
Michael Reissner replied to the questions of some delegates present during this meeting to know more about the logistics and the organization of ICAME'09. Frank Berry concluded that all the conditions are yet fulfilled to have a good scientific and pleasant conference at Vienna in July 2009!
6. ICAME ‘11. According to the request earlier made by the Secretary, it is concluded that there are only two candidates for hosting ICAME'11: Jerusalem (Israel) and Tokyo (Japan). Frank Berry asked the corresponding IBAME representatives to make their respective presentation.
Israel Felner proposed Jerusalem as hosting city to honour 3 well-known Israeli scientists (Professors Israel Nowik, Erika Bauminger, and Rolfe Herber). In addition to the historical and cultural aspects, he demonstrated the capacity to host international conferences from the different existing facilities.
Yutaka Yoshida (and Tetsuaki Nishida) presented a project which differed from the previous one proposed by S. Nasu during meeting of ICAME'05. The hosting is now Tokyo and he showed that the project will be supported by Yamada Science Foundation in order to make mutual benefit by the large participation of senior scientists and of students to make more active the Japanese community.
The debate was proposed by Frank Berry in order to ask questions to the two candidates on the scientific organization, security, meal facilities, dates, and costs.
The vote was postponed until the next meeting in order to give time for further questions and to get more IBAME representatives.

2. Election of the Executive Board. Frank Berry explained about the process used and recently proposed to make the election as democratic as possible by first a large nomination by the IBAME delegates, then their acceptation to be candidate, and finally the vote by correspondence. Then Frank Berry asked the opinion of the delegates with respect to the addition or not of a vote which was not registered according to the rules previously defined, because the delegate did not receive the last electronic correspondences (shut down of computer for a few days). After debate, it was concluded that only the votes registered by correspondence have to be considered.

According to the number of votes, Denes Nagy and Jean-Marc Greneche accepted to chair as Chairman and Vice Chairman, respectively, for the next period, i.e. 2007-2013.
The secretary will be then elected.
3. ICAME ‘11. Because of the presence of delegates who were not present at the meeting held on Sunday, Frank Berry asked the two candidates to make a short presentation (1 mn) for hosting ICAME'11. After a small debate, the vote was processed, giving rise to the following result:
Tokyo (Japan): 17
Jerusalem (Israel): 9
Consequently, ICAME'11 will be hosted at Tokyo and chaired by Prof. Yoshida.
4. ICAME'13. Frank Berry asked if some delegates might be interested to host ICAME'13 in their countries. According to the following comments, no candidate is declared up to now!
5. IBAME Awards. As an “IBAME award” was recently attributed to Göstar Klingelhöfer, Frank Berry initiated a debate to the possibility of awarding someone for his scientific activity. The main questions of the debate were relative to the amount of money associated with, if any?, how much?; how? (one can compare to the “Muon Spin Community“, who? (senior scientist, student?). The questions remain opened and Frank Berry suggested that the next Executive Board has to solve this problem within the next period.
6. Financial Situation of IBAME. J. M. Greneche reported a positive balance of 3224.27 €.
7. IBAME Representatives. J. M. Greneche reported that the list of IBAME representatives is now legal, i.e. the period of office is updated, after a six-month period to convince the representatives to organize elections in their countries. The list will be sent soon to be published in a next issue of the MERDJ and to update the website.
8. Acknowledgment. Frank Berry declared that he enjoyed the last six years as a Chairman and he addressed many thanks to all the delegates of the audience for their fruitful collaboration.

2. Minutes of Meetings of 20th and 21st September 2003. These were accepted as a correct record.
3. ICAME ‘05. Dr J. C. Jumas reported on the organisation of ICAME 2005. He gave details of: (i) the different committees and the role of the French speaking Group of Mössbauer Spectroscopy; and (ii) the financial situation, including the origin of financial support and the cost of the Corum. He reported on the financial support of nine students, in addition to the eight students who were funded by an anonymous donor. He also reported on the financial assistance given to cover the participation of 25 Eastern European colleagues. Finally, as the number of participants was larger than 300, it was possible to reduce the registration fees for some participants.
The organizers mentioned that ICAME’05 was not supported by the European Community due to technical difficulties related to the chronology in writing the project.
4. ICAME ‘07. Prof. N. S. Gajbhiye reported on the development of ICAME ‘07. He presented the First Announcement and the logistics (details of conference room, poster arrangements, accommodation, possibility for lunch and dinner, social program, facilities to travel to Kanpur). The organizers will keep the Board of IBAME informed about further developments and the proceedings.
5. ICAME ‘09. One country offered to host ICAME’09 – Vienna (Austria). Prof. Walter Steiner and Prof. Michael Reissner made a presentation covering conference rooms within the Technical University, accommodation, transportation facilities, costs, and cultural program. The candidates replied to questions from IBAME members concerning dates of conference (probably end August before the starting of the University academic year), and financial support for students and delegates from unfavoured countries.
The vote confirmed that Vienna (Austria) should host ICAME’09.
Prof. Steiner agreed to make a detailed presentation during the next IBAME meeting in Kanpur (India) in 2007.
6. ISIAME. Dr. R. Gancedo reported on the ISIAME held in Madrid in October 2004. The conference was successful (120 participants), despite the lack of financial support. The organization was achieved by the group of researchers in the host institute. The next ISIAME will be held in 2008 at Budapest (Hungary) and the Chairman of the Organising Committee is Prof. E. Kuzmann.
7. LACAME. Prof. Baggio-Saitovitch reported on the last LACAME’04 in Mexico and plans for LACAME 2006 in Brazil. She mentioned the small number of young researchers and students in Mexico due to the economic situation and expressed her hopes to see more participants at future LACAMEs.

2. ICAME’11. A preliminary discussion concerning the hosting of ICAME’11 was opened. Prof. Nasu proposed that ICAME’11 be held in Nara in Japan. He made a presentation describing the local facilities and the hopes of the Japanese (young) Mössbauer community. Prof. K. K. Kadyrzhanov (Kazakhstan) expressed also his hopes to host ICAME’11 at Almaty (Power Point presentation reported during the meeting) on the basis of the increasing facilities and improving situation in his country after being isolated from the international scientific community. Prof. Eissa and Hassaan (Egypt) expressed also their hopes to host ICAME’11 in Cairo (a presentation was also made during the meeting). In addition, Prof. Rechenberg (Brazil) and Bharuth-Ram (South Africa) mentioned that a forthcoming ICAME could be organized in South America or Africa. It was concluded that the candidates interested in hosting ICAME’11 should prepare presentations (PPT) for the next IBAME meeting (India).
3. Sources. Dr. E. Baggio-Saitovitch reported on the limited number of producers of 57Co sources. She has met representatives of IAEA in Vienna and further developments are now in progress. It was agreed that IBAME representatives who wished to make suggestions should contact Elisa, who will report on progress by e-mail to all IBAME members by September 2006.
4. Websites. As response to the discussions related to the Crisis is the Mössbauer Community (see minutes of the last IBAME meeting of ICAME’03 Oman), it was agreed that an attractive WEB site should be developed under the responsibility of the Secretary J. M. Greneche. He reported that, after a working week-end with Ph. Gütlich and F. Berry at Mainz, an attractive WEB site devoted to the technique and its application was developed and its address is http://pecbip2.univ-lemans.fr/~moss/webibame/. Although not complete, J. M. Greneche invited all members to propose new topics in order to make the WEB site more attractive and more complete.
Prof. J. Stevens reported on another WEB site which is more devoted to the Mössbauer community (general information, conferences, instrumentation, sources, books, laboratories): its address is www.mossbauer.org and is separate from MEDC’s Web site www.medc.dicp.ac.cn.
It was agreed that the development of the three WEB sites is good and that J. M. Greneche, J. Stevens and Ph. Gütlich would work by electronic communication to make improvements and rationalise the existing WEB sites.
5. Financial Situation of IBAME. J. M. Greneche reported a balance of 2914 €, before payment of the annual fee for Associated Organizations (IUPAC) for 2006 (USD 50) and the 1$ tax per participant from ICAME’05.
6. Hyperfine Interactions. A statement from Prof. G. Langouche concerning the question of Hyperfine Interactions was presented by J. M. Greneche:
The present Publisher, Springer, underscribes the editorial policy that was followed by Hyperfine Interactions in recent years.
This means that Hyperfine Interactions mainly publishes conference proceedings in fields of science where hyperfine interactions are studied (including atomic and muon physics).
Apart from conference proceedings, the Journal also accepts regular articles, which are published twice a year in a regular volume.
Hyperfine Interactions again has a second main editor. This is Prof. H. Kluge (Darmstadt Germany) who is a well known expert in atomic physics.
The transfer from Kluwer to Springer as publisher has been beneficial in terms of wider electronic access for the scientific community, since many university libraries have package deal subscriptions to the whole set of Springer-journals.
A market analysis has learned that the price setting by Springer for the Journal itself and for electronic access to Hyperfine Interactions is not higher than for competing journals.
Springer keeps offering attractive conditions for those conference organizers that want to buy a set of conference proceedings volumes for the conference participants. Experience has learned that these conditions are generally better than with competing publishers.
The impact factor of Hyperfine Interactions is stable and on the same (or even slightly better) level than other journals that publish mainly conference proceedings.
It should be stressed that the publication date of the conference proceedings does not depend on the publisher. It is determined by the date at which the local conference organizer submits the manuscripts to the publisher.
7. IBAME Representatives. J. M. Greneche reported on the need to update the list of IBAME representatives. It was agreed that he should circulate to IBAME members a list of entitlement to places on IBAME.

2. Minutes of Meetings of 2nd and 4th September 2001. These were accepted as a correct record.
3. ICAME '03. Prof. A. Yousef reported on the organisation of ICAME 2003. He paid particular attention to several difficulties on the organization (September 11th 2001, Iraqi war, SARS, and computer viruses during recent weeks), but also the success in enabling 38 participants (only 22 were able to accept) to be supported.
Prof. Yousef also mentioned that Chinese participants were not given exit visas to leave China. It was agreed that the Secretary should inform IUPAC of this situation.
4. ICAME '05. Prof. J.-M. Génin reported on the preparation of ICAME '05 and presented the First Announcement. It was agreed that the various committees for organising the scientific programme, the proceedings, social activities, and domestic arrangements need to be rapidly established.
5. ICAME '07. Two countries were declared candidates to host ICAME'07. Dr. Namdeo Gajbhije had expressed hopes during the the IBAME meeting in Oxford held in 2001 of making a proposal. Dr. N. S. Gajbhiye and Prof. G. Amthauer made presentations covering conference rooms, accommodation, and transportation facilities where ICAME'07 might be held in Kanpur (India) and Vienna (Austria), respectively. The two representative candidates replied to questions of IBAME members concerning dates of conference, support from national Mössbauer communities, and financial support for students and delegates from unfavoured countries. It was agreed that the "rule" of alternative conferences held in a European and a non-European country need not to be strictly applied.
The vote declared Kanpur (India) the place to host ICAME'07.
Prof. J. Lipka (Slovakia) and Prof. M. Maslan (Czech Republic) expressed hopes that ICAME'09 might be held in Bratislava and organized by both Czech and Slovak Mössbauer groups.
Prof. K.K. Kadyrzhanov (Kazakhstan) expressed his hopes to host a future ICAME on the basis of the increasing facilities and improving situation in his country after being insulated from the international scientific community.
6. ISIAME. Dr. R. Gancedo reported on the preparation of ISIAME to be held in Madrid in October 2004. He emphasized mainly the financial situation (support will be attributed in 2004), the number of invited speakers limited to 8 and presented again the main transportation and accommodation facilities arranged for ISIAME next year in Madrid. The Registration Fees are expected to be 500 Euros, which will cover Proceedings, excursion, lunches, and banquet.
